The National Technology and Industrial Base is a U.S. Congressional creation composed of the defense industrial bases of the United States, Australia, Canada, New Zealand, and the United Kingdom. The NTIB seeks to advance and promote the seamless integration between the persons and organizations comprising the NTIB to enhance and strengthen the resilience of our respective domestic industrial base. The NTIB Principal members meet frequently with the aim of identifying and reducing barriers to seamless integration. The Office of the Assistant Secretary of Defense for Industrial Base Policy serves as the U.S. NTIB Principal. Senior leaders and subject matter experts across the Department support the objectives and initiatives of the NTIB.
10 U.S.C. Section 2500 (1) originally defined the NTIB, as the U.S. and Canada. In the Fiscal Year (FY) 2017 National Defense Authorization Act (NDAA), the NTIB expanded to include Australia (AUS) and the United Kingdom. Mostly recently, the FY 2023 NDAA again expanded to include New Zealand. The NTIB partner countries are also referred to as the “Five Eyes” a pre-established information exchange alliance.
