WHAT WE DO | IBAS expands and modernizes the U.S. Defense Industrial Base (DIB) and its skilled workforce through focused investment in six essential areas: Critical Materials, Workforce Development, Kinetic Weapons, Microelectronics, Castings and Forgings, and Batteries. Through the Cornerstone Other Transaction Authority (COTA), IBAS enables fast, collaborative, and innovative partnerships with industry.

OUR MISSION

The Industrial Base Analysis and Sustainment (IBAS) program strengthens the U.S. Defense Industrial Base (DIB) to ensure it is modern, resilient, and competitive. By addressing supply chain vulnerabilities and developing a skilled industrial workforce, IBAS enhances the competitive posture of the DIB and enables a modern force capable of responding to national security requirements.

Critical Materials

The IBAS Critical Materials sector secures a reliable domestic supply of materials essential for national defense by mitigating supply chain vulnerabilities and reducing dependence on foreign sources. We invest in projects that help extract, process, and recycle critical minerals and rare earth elements here at home and with our allies, reducing our reliance on foreign sources.

Workforce

Our Workforce sector IBAS Program focuses on building and maintaining a skilled labor force for the DIB. We lead initiatives to attract, train, and retain talented workers, ensuring we always have the people needed to make the equipment our Warfighters use to keep our country safe.

Kinetics

The IBAS Kinetics sector strengthens the Defense Industrial Base’s ability to produce missile systems and advanced weapons. We focus on ensuring a reliable supply chain for critical technologies like hypersonic weapons, missiles, and directed energy systems.

Microelectronics

IBAS is revitalizing domestic microelectronics manufacturing to ensure a secure and independent supply for our critical defense systems. We invest in advanced packaging and research secure designs to reduce reliance on foreign suppliers.

Castings and Forgings

The IBAS Castings and Forgings sector is bringing back domestic production of essential cast and forged parts used in almost all defense systems. We are investing in modern technology and training new workers to overcome challenges including an aging workforce and dependence on foreign suppliers.

Batteries

Our Batteries sector is building a secure and resilient domestic supply chain for batteries, which are vital for many military systems. We invest in projects that boost U.S. domestic manufacturing of batteries and their components, reducing our reliance on foreign sources.
