National Defense Executive Reserve (NDER)

The Department of War National Defense Executive Reserve (NDER) Program is composed of senior civilian talent from outside of the federal government. Members are on call to provide strategic expertise, critical analysis, and rapid response support to the national security enterprise in the event of an emergency.

The Office of the Assistant Secretary of War for Industrial Base Policy, recognizing the urgent need to revitalize the defense industrial base, invites senior civilian experts to express interest in serving in the NDER. NDER Background

  • Section 710(e) of the Defense Production Act, 50 U.S.C. § 4560(e), authorizes the executive branch to establish an NDER composed of persons of recognized expertise for employment in executive positions in the federal government in the event of a national defense emergency.
  • Section 501(b) of Executive Order 13603, designated the Department of Homeland Security (DHS) to issue necessary guidance for the NDER program. Per DHS guidance, the DoW established procedures for the administration of the DoW NDER program in DoDI 1106.06. The Office of the Under Secretary of Defense for Personnel and Readiness represents the DoW on the Interagency NDER Committee.
