John Shultz

Acting Director for Manufacturing Capability Expansion & Investment Prioritization


Mr. John Shultz is currently serving as the Actng Director of the Manufacturing Capability Expansion & Investment Prioritzaton (MCEIP) Office within the Office of the Under Secretary of Defense for Industrial Base Policy. In this capacity, he is leading MCEIP and overseeing strategic investments in critical manufacturing capabilites. His permanent role is Deputy Director, MCEIP.

Before his current assignment as Actng Director, Mr. Shultz served as Chief Operatng Officer (COO) for the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)). In that role, he was responsible for Congressional oversight and reportng, correspondence and records management, and spearheading strategic initatves on behalf of the Assistant Secretary. As COO, he managed all business operatons, including the planning and executon of resource allocaton, talent management, and financial stewardship.

Previously, he served as the Director of Sustainment Maintenance Technologies and Industrial Base Strategy in the Office of the Deputy Assistant Secretary of Defense for Materiel Readiness (ODASD(MR)). His responsibilites spanned a broad range of critical areas, including conditon-based maintenance plus (CBM+), the rapid sustainment innovaton process (RSIP), advanced manufacturing, so􀅌ware sustainment, the Joint Technology Exchange Group, the DoD Maintenance Symposium and Secretary of Defense Maintenance Awards, the Weapon Systems So􀅌ware Summit, and oversight for the Organic Industrial Base.

Prior to his role in ODASD-MR, Mr. Shultz served as Depot Maintenance Policy Lead for the Army’s Maintenance Policy and Programs Directorate of the Office of the Deputy Chief of Staff G-4, Headquarters Department of the Army. In this positon, he was the functonal expert for all Army Organic Industrial Base and sustainment maintenance ma􀆩ers and actvites. Mr. Shultz began his career in 2007 at Tobyhanna Army Depot, where he held various positons in support of DoD logistcs and the Organic Industrial Base. There he gained extensive experience and expertse in logistcs policy, project management, financial management, configuraton management, and supply chain management. Mr. Shultz earned a B.S. in business management and a supply chain and materials management certficaton from the Pennsylvania State University.
