Director of Defense Production Act Investments
Ms. Gianna Figueriredo-Maddox is the Director for the Defense Production Act Investments (DPAI) portfolio for the Assistant Secretary of Defense (ASD) for Industrial Base Policy, under the direction of the Manufacturing Capability Expansion and Investment Prioritization (MCEIP) directorate. She provides expert knowledge of Titles I and III of the Defense Production Act (DPA) to Department of Defense (DoD) leadership.
As the Director for DPAI, Ms. Figueiredo-Maddox is responsible for overseeing the execution of DPA Title I and Title III authorities, ensuring that they are leveraged in a complementary fashion and addressing the root causes of industrial base.
Prior to her position as Director of DPAI, Ms. Figueiredo-Maddox was the Director of the DPA Title I program, where she was instrumental in applying the DPA Tittle I authorities throughout the DoD. She was responsible for managing the DoD DX rated list and nominating new programs for a DX rating designation to the Secretary of Defense for approval. DX ratings are provided to DoD programs of the highest national defense urgency based on military objectives, and with a demonstrated industrial base need.
Ms. Figueiredo-Maddox also previously served as the Senior Industrial Analyst working across multiple sectors within Industrial Base Policy responsible for assessing the capabilities, health, and resiliency of the Defense Industrial Base.
Ms. Figueiredo-Maddox began her career with Industrial Base Policy in 2011, working on the data collection and aggregation of the sector -by- sector, tier- by -tier (S2T2) survey. The principal goal of this effort was to produce a sector-by-sector, tier-by-tier (S2T2) evaluation of the defense industrial base with a specific focus on the aircraft, ground systems, missiles, missile defense, services and shipbuilding sectors. The results of this effort provided DoD with a comprehensive understanding of the defense supply chain network as a benchmark to plan for future technological, market, and budget challenges that could impact U.S. military capabilities and readiness.
