Industrial Base Policy

Global Investment and Economic Security (GIES)

WHAT WE DO | GIES acts as the Department of War's primary defense against economic threats. We review foreign investments, develop and implement policies to counter adversarial capital, protect against coercive market tactics, and work to make sure the supply chain for defense materials and technology is secure and reliable. Our approach is both proactive and comprehensive, integrating detailed reviews with forward-looking analysis to protect the nation's industrial and technological assets.

OUR MISSION

The Global Investment and Economic Security (GIES) directorate protects the Department of War from foreign adversarial investment and economic pressure. GIES analyzes data and mitigates risks to provide senior leaders with intelligence that helps safeguard the Defense Industrial Base, maintain the U.S. technological edge, and counter new national security threats.

Economic Security Division

The Economic Security division identifies and counters adversarial economic statecraft and below-the-threshold “gray zone” activities that threaten the resilience of the U.S. Defense Industrial Base.

Global Investment Division

GIES’s Global Investment division leads the Department of War’s analysis, mitigation, and monitoring of national security risks posed by specific foreign investments in the United States, from real estate to information security.
