Industrial Policy's Foreign Investment Review program manages the Committee on Foreign Investment in the U.S. (CFIUS) process for the Department of Defense.


The Defense Production Act (DPA) Title III program provides the President broad authority to ensure the timely availability of essential domestic industrial resources to support national defense and homeland security requirements through the use of highly tailored economic incentives. Specifically, the program is designed to create, maintain, protect, expand, or restore domestic industrial base capabilities.


Industrial Policy’s assessments team integrates subject matter expertise, market analysis, and the principles of big data to determine industrial base risk and identify mitigation strategies. Our subject matter experts work with DoD and interagency partners to identify, mitigate, and monitor risk across the industrial base as part of our assessment activities. The mergers and acquisitions team leads the Department’s review of Hart-Scott-Rodino activity to address national security risk within market activities. The business intelligence and analytics team utilizes big data principles to increase supply chain visibility and understanding within DoD, to aid in risk management and knowledge sharing.


The Industrial Base Analysis and Sustainment (IBAS) program is dedicated to ensuring that DoD is positioned to more effectively and efficiently address industrial base issues and support the National Security Innovation Base. The IBAS program, directed in Title 10 USC Section 2508, is one of the key analysis and investment tools of the Industrial Policy office.


Small Business Programs maximize prime and subcontracting opportunities that ensure our nation’s small businesses remain responsive, resilient, secure, and diversified to directly support the National Defense Strategy, the Defense Industrial Base, and a robust economy by contributing innovation, cost effectiveness, and agility to respond to current and future Warfighter requirements.

INDUSTRY and international engagement

The Industry and International Engagement team serves as the liaison between senior DoD leadership, including the Under Secretary for Acquisition & Sustainment, and external partners. The team is the primary point of contact for the Office of Industrial Policy’s engagement with industry, academia, think tanks, foreign partners, and other key stakeholders.

The CISO (A&S) office improves planning, coordination, synchronization, and integration of cybersecurity in weapon systems, defense critical infrastructure, and the defense industrial base (DIB).
