Dr. Jerry McGinn PhDDr. Jerry McGinn is Acting Deputy Assistant Secretary of Defense of the Office of Manufacturing and Industrial Base Policy (MIBP) in the Office of the Under Secretary of Defense for Acquisitions, Technology and Logistics (OUSD AT&L). MIBP is responsible for analyzing the capabilities, overall health, and policies concerning the industrial base on which the Department relies for current and future warfighting capabilities and requirements. The Office is also responsible for developing the Department’s position on the business combinations and transactions, both foreign and domestic, that shape and affect the defense industrial base.

Previous to his position at MIBP, Dr. McGinn was President of McGinn Defense Consulting LLC, where he served commercial aerospace and defense clients, addressing complex strategy and policy issues. Before establishing MDC, Dr. McGinn was a Specialist Leader in Deloitte Consulting LLP, where he focused on strategy projects for DoD and commercial clients, and was a lead author of Deloitte’s Global Defense Outlook 2013. Prior to this, he served as Vice President for Strategic Initiatives at QinetiQ North America, where he was responsible for strategic planning, mergers and acquisitions, and technology partnerships for a $400M business unit. Dr. McGinn also served as Corporate Director for International Government Relations at Northrop Grumman Corporation, where he led business development activities in support of key international priorities.

Before industry, Dr. McGinn served in the Office of the Undersecretary of Defense (Policy) (OUSD(P)) as Special Assistant to the Principal Deputy Undersecretary. In OUSD(P), Dr. McGinn’s work centered on post-conflict stabilization, reconstruction, and defense transformation; he was the first Defense Department detailee to State Department’s Office of the Coordinator for Reconstruction and Stabilization. Dr. McGinn also served as a political scientist at RAND, where he co-led a ground-breaking and widely praised study entitled, America’s Role in Nation-Building: From Germany to Iraq . Dr. McGinn is a published strategic thinker who has authored numerous RAND monographs and scholarly articles and his writings have been featured in Defense News, War on the Rocks, GovConExec, and Common Defense Quarterly.

Dr. McGinn was commissioned into the U.S. Army and served with distinction as an infantry officer; he received several military awards and is a graduate of Ranger and Airborne Schools. He holds a Ph.D., M.S., and M.A. from Georgetown University and a B.S. from the United States Military Academy.
