WHO WE ARE

IBAS PROGRAM

The Industrial Base Analysis and Sustainment (IBAS) program is dedicated to ensuring that DoD is positioned to more effectively and efficiently address industrial base issues and support the National Security Innovation Base. The IBAS program, directed in Title 10 USC Section 2508,  is one of the key analysis and investment tools of the Industrial Policy office. 

IBAS PROVIDES

IBAS provides the Department of Defense with a unique capability to achieve the strategic goal of a strong, resilient, responsive, and healthy U.S. industrial base that improves the Department’s force readiness posture. 


FOCUS AREAS

The IBAS program enables investments to close gaps in defense manufacturing capabilities and create and sustain reliable sources that are critical to the Department’s focus on readiness and lethality. Priorities include:

READY THE MODERN DEFENSE INDUSTRIAL BASE (DIB) 

Advance and sustain traditional defense manufacturing sectors

  • Preserve and Strengthen Critical Skills and Capabilities
  • Support and Expand Reliable Sources
  • Sustain Unique Capabilities

ASSESS AND SHAPE THE RISK 

Proactively mitigate supply chain vulnerabilities within the global defense industrial base

PREPARE FOR THE FUTURE

Identify, attract, and cultivate next generation and emerging defense manufacturing and technology sectors

BUILD AND STRENGTHEN PARTNERSHIPS IN THE GLOBAL INTEGRATED DIB

Leverage global manufacturing and innovation to promote and strengthen both the U.S. DIB and relationships with allies and partners
