REQUEST FOR INFORMATION (RFI)

Organic Light Emitting Diode (OLED) Microdisplay Production Capability

On March 18, 2019, the Executive Agent for the DPA Title III Program (Air Force Research Laboratory) issued an RFI (Solicitation Number: FA8650-19-S-5018) regarding the domestic industrial capability for OLED Microdisplays. The purpose of the RFI is to conduct market research and give industry an opportunity to provide input on how they can address identified shortfalls. The RFI closed on April 18, 2019 at 2:00 pm EST.

AN/SSQ-101B Sonobuoy Production Capability

On February 27, 2019, the Executive Agent Program Office for the Defense Production Act Title III issued an RFI to conduct market research regarding the domestic industrial capability for AN/SSQ-101B Sonobuoys production. The RFI closed on March 27, 2019.

Critical Chemicals Production for DoD Missiles and Munitions  

On December 21, 2018, the Executive Agent for the DPA Title III Program (Air Force Research Laboratory) issued an RFI (Solicitation Number: FA8650-19-S-5012) regarding the domestic industrial capability for critical chemicals production for DoD missiles and munitions. The purpose of the RFI was to conduct market research and give industry an opportunity to provide input on how they can address identified shortfalls. The RFI closed on January 31, 2019, 2:00 pm EST.

FUNDING OPPORTUNITY ANNOUNCEMENT (FOA)

Next Generation Reaction Wheels

The Defense Production Act Title III program has identified an industrial base shortfall in the availability of reaction wheels to support National Security Space programs. To address this shortfall, a Funding Opportunity Announcement (FOA) for Next Generation Reaction Wheels (NGRWs) was released on February 13, 2019.  Reaction Wheel Assembly (RWA) technology provides spacecraft attitude control torque and angular momentum management functions. The government considers NGRWs with low to mid-level momentum storage capacity important, as the trend toward smaller dis-aggregated satellite systems with shorter mission lives require reaction wheels of this class.  

The FOA is located on FedBizOpps.gov and the announcement expired on March 22, 2019.

 

 

 

THE BROAD AGENCY ANNOUNCEMENT (BAA)

In February 2018, the DPA Title III Office, working with the U.S. Army Contracting Command, issued a Broad Agency Announcement (BAA), a contracting vehicle, that provides companies a formalized way to submit their ideas through white papers for future projects essential to national defense. The BAA is in effect until February 22, 2023.

WHAT YOU NEED TO KNOW

Successful White Papers will fit under one or more of the three BAA focus areas described below:

SUSTAIN CRITICAL PRODUCTION

Programs addressing Industrial Base capability and capacity, whose primary focus is generating and sustaining Material Availability, Reliability, Maintainability, Mobility, Commonality, or Affordability.

COMMERCIALIZE R&D INVESTMENTS

Advanced Component or System Development and Demonstration capabilities may require investments to retain a qualitative edge in capabilities and establish commercial viability or scale up. Typical programs may begin with a technology proven capable of producing prototype components or systems in a production relevant environment.

SCALE EMERGING TECHNOLOGIES

Emerging Technology investments enable the rapid and affordable introduction of new capabilities into the organic or commercial marketplace. The technologies may be developed to respond to an emerging threat, a capability gap, or may enhance interoperability or service of existing systems or platforms. The interest in these projects may be the result of revolutionary RD&D capabilities.

 

 

THE WHITE PAPER PROCESS

 

 

Successful White Papers must meet all of the following criteria:

  1. The industrial resource or technology item must be essential for national defense.
  2. Industry cannot or will not provide needed capacity in a reasonable time without DPA Title III assistance.
  3. DPA Title III incentives must be the most cost-effective, expedient, and practical alternative for the need.

To preclude unwarranted effort on the part of companies responding to the BAA, white papers, not full proposals, will be accepted for evaluation.
